El Grupo Consultivo 1 de la ATI es responsable de la implementación de la Acción 1 de la Declaración de Sevilla sobre DRM:

Los miembros de la ATI se comprometen a apoyar el fortalecimiento de la mobilización de recursos fiscales internos (MRI) sobre la base de políticas tributarias equitativas, sensibles al género y al medio ambiente, así como de administraciones tributarias justas, eficientes, eficaces y transparentes.
