From tax justice to climate action: introducing Global Solidarity Levies
Background
Global Solidarity Levies are emerging as promising instruments in the international debate on mobilising finance for the Sustainable Development Goals (SDGs), while promoting climate justice by ensuring polluting sectors contribute their fair share. Options under consideration include aviation and maritime levies, fossil fuel windfall levies, and financial transaction taxes. At the Fourth International Conference on Financing for Development (FFD4), a new aviation solidarity coalition was launched, committed to work towards COP30 on a better contribution of the aviation sector to fair transitions and resilience, with a special focus on premium flyers.
In line with its vision of tax systems that work for people and advance the SDGs, the Addis Tax Initiative (ATI), through its Seville Declaration on Domestic Revenue Mobilisation (DRM), committed to supporting fair, effective, and environmentally sensitive DRM policies. Against this backdrop, the ATI and the Global Solidarity Levies Task Force (GSLTF) are convening this joint dialogue to foster policy discussions on solidarity levies in the lead-up to COP30 among ATI member countries.
Objectives
The webinar will bring together ATI members - including representatives from Ministries of Finance, tax administrations, Ministries of Foreign Affairs, and supporting organisations - to:
- Introduce the proposals on Global Solidarity Levies currently under international discussion, particularly in the context of COP30
- Explore the rationale, policy options, and potential impact of solidarity levies
- Discuss their relevance for broader DRM and financing for development agendas.
