The first meeting of the ATI Tax Gap Community of Interest (CoI) will take place on 25 September 2024 in an online format. 

 

Agenda highlights 

  • Presentation by Ms. Naomi Kirimi, Research and Tax Modeling Officer at Kenya Revenue Authority (KRA), on her experience with conducting the VAT gap estimation analysis.
  • Presentation by Ms. Amina Ibrahim, Research Fellow at the United Nations University World Institute for Development Economics Research (UNU-WIDER), on the bottom-up analysis of the VAT gap.
  • Discussions on the operational matters of our community and strategic planning for future activities, including an opportunity for members to express interest in topics for upcoming meetings.
  • Any other business of interest to the community.

The meeting will be chaired by Mr. Evaristo Mwale, Senior Economist, Zambia Revenue Authority (ZRA).

Background

The Addis Tax Initiative (ATI) Tax Gap Community of Interest was established in June 2024, as an ATI initiative to enhance peer collaboration between ATI partner countries on this topic. It arose from the 2024 ATI Tax Gap Workshop. To know more, click here.

This CoI is currently chaired by a representative from the Zambia Revenue Authority (ZRA), and benefits from active involvement of experts from the International Monetary Fund (IMF), the World Bank (WB), and UNU-WIDER.

It currently operates in two main formats, a) quarterly meetings, where members get to learn about updates in this thematic field, both from peers and invited experts, and b) tax gap clinics, where members get to receive expert feedback on the specific elements of the tax gap estimation process and on different tax types (VAT, CIT, PIT, etc).
