Study | The global billionaire tax and the ATI
May 2025
Humanity is richer and more productive than ever before in its history. But wealth and the income from it are extremely unevenly distributed.
This ATI study examines the impact of a global minimum tax on ultra-high-net-worth individuals (UHNWIs) in ATI partner countries.
• It estimates potential revenues from a 2% wealth tax, which could generate between 5.8 and 9.2 billion USD for ATI partner countries.
• The study also highlights that UHNWIs are often taxed at lower rates than labour income in many countries.
• A global minimum tax could correct this imbalance, raising the effective tax rate on billionaires to levels higher than those for employees, without halting wealth growth.
