El Grupo Consultivo 3 de la ATI es responsable de la implementación de la Acción 3 de la Declaración de Sevilla sobre DRM:

Los miembros de la ATI se comprometen a aplicar políticas coherentes y coordinadas que fomenten la mobilización de recursos fiscales internos (MRI) y combatan los flujos financieros ilícitos (FFI) relacionados con los impuestos.

El grupo está co-coordinado por la Comisión Europea, Nigeria, South Centre, y Reino Unido.
