El Grupo Consultivo 4 de la ATI es responsable de la implementación de la Acción 4 de la Declaración de Sevilla sobre DRM:

Los miembros de la ATI se comprometen a fortalecer el espacio y la capacidad de las partes interesadas en materia de rendición de cuentas de la mobilización de recursos fiscales internos (MRI) en los países socios, con el fin de consolidar el contrato social en sentido amplio.

El grupo está co-coordinado por el International Budget Partnership (IBP) y Noruega.
