INCEPTION PHASE TAX REFORM II MOLDOVA

The aim of the contribution is to finance the preparation of good quality programme proposal for a second phase of the collaboration (twinning) between the Swedish Tax Agency and the Moldovan Tax Service to reform the taxation system in the country.In September 2017, the Swedish Tax Agency (STA) submitted a draft project proposal. The Embassy and its Quality Assurance Committee reviewed the proposal and recommended a set of amendments (Se Annex 3 'Notes from QAC' and 4 ''Letter to Skatteverket with recommendations of amendments'). Following a series of negotiation it was agreed jointly by the Embassy and the STA to first implement an inception phase through which the STA together with its Moldovan counterpart should prepare a good quality proposal for the implementation of the programme.
