SUPPORT TO SWEDISH PUBLIC AUTHORITIES DEVELOPMENT COOPERATION & EU COOPERATION SUPPORT TO TAX AUTHORITY

This contribution consists of procured consultancy support to Swedish authorities to provide competence support in collaboration with the EU. The consulting assignment aims to develop the Swedish authorities' competence to win and implement projects within EU Twinning as well as support for authorities in work with the EU delegated partnership. This is done by increasing the authorities' knowledge and strengthening their competence as well as increasing the exchange of experience between authorities. The contractor is also expected to support Sida in its role as national contact point (NCP) for EU Twinning and in the preparation and implementation of EU delegated cooperation. The contractor will be responsible for the service being delivered according to contract.Sida now has an ongoing contract with a consultant for competence support and courses for authorities that are involved in EU Twinning. This contract has been running since 2017 but will end at the end of September 2021. The work with the consultant has been appreciated by both Sida and the authorities that have called for competence support. For various reasons the number of published Twinning projects from the EU has decreased and authorities' interest in the published projects has also decreased in recent years. This in turn has reduced the demand for the service that the consultant provides which has been noted as a reduced commitment from the consultant and has resulted in some late deliveries of reports. Prior to this renewed procurement these experiences have been taken into account in the compiling of the Terms of Reference and will also be taken into account in the tender evaluation.
