A renewed mandate for the ATI post-2025

At the 2024 ATI General Assembly, members agreed to extend the partnership beyond 2025 and strengthen DRM cooperation, with a Task Force established to shape ATI’s post-2025 direction and advocate for DRM priorities at FFD4.

During the 2024 ATI General Assembly, held virtually from 18-20 June, ATI members agreed to extend the partnership beyond 2025 and further strengthen domestic revenue mobilisation (DRM) cooperation in support of the 2030 Agenda. To lead this process, the ATI Steering Committee established a Task Force with a dual mandate: to shape ATI’s post-2025 direction and advocate for DRM priorities at the Fourth Financing for Development Conference (FFD4)

The ATI’s current mission, outlined in the ATI Declaration 2025, is based on four commitments aimed at supporting the Addis Ababa Action Agenda (AAAA) – the outcome of the Third Financing for Development Conference (FFD3) - and strengthening DRM for the Sustainable Development Goals (SDGs). As the initiative looks ahead, it must define a new direction that aligns with the outcomes of FFD4.

The Task Force is comprised of four representatives from each of the three ATI stakeholder groups: development partners, partner countries, and supporting organisations. It is responsible for discussing the initiative’s priorities and approach beyond 2025. To this end, the ATI post-2025 Task Force has been closely following the discussions of the Intergovernmental Preparatory Committee for FFD4 and contributed input to the FFD4 Elements Paper. 

In January 2025, the Task Force convened in Berlin to collaboratively draft a revised declaration to guide the ATI post-2025. The discussions reaffirmed the importance of progressive and transparent tax systems, the work on tax expenditures, and capacity building on DRM as key priorities for shaping the initiative’s next phase. 

The ATI Secretariat has circulated the draft declaration to all ATI members for an open consultation and encourages feedback from all Stakeholders. The final ATI is set to be launched during the 2025 ATI General Assembly in Addis Ababa in July.
