Background

Crypto assets have evolved from a niche innovation into a significant global financial and technological sector, with a market capitalization estimated between USD 3.7 and 4 trillion. At the same time, governments continue to face challenges in ensuring that the rapid growth of the crypto ecosystem contributes fairly to public finances and addresses the broader environmental, social, and governance issues associated with the sector. Recent advances in international tax transparency, particularly through the OECD’s Crypto-Asset Reporting Framework (CARF), are creating new opportunities to improve oversight and taxation of crypto-related activities.          

Building on the work of the Addis Tax Initiative (ATI) and the Global Solidarity Levies Task Force (GSLTF), as well as the recommendations of the International Expert Commission on Crypto Asset Levies for Climate & Development, this webinar will provide a platform to exchange views on potential cryptocurrency solidarity levies and their role in strengthening Domestic Resource Mobilisation (DRM) while supporting climate and development objectives. 

The webinar will bring together policymakers, tax administrators, international organisations, and technical experts to discuss the different policy options available to governments. These include levies on crypto income and gains, crypto transaction taxes, levies on crypto-asset service providers (CASPs), and environmentally-related levies targeting energy-intensive proof-of-work crypto assets. Particular attention will be given to issues of tax design, enforceability, international cooperation, transparency, environmental externalities, and the interaction between solidarity levies and broader regulatory frameworks.

The event aims to support informed dialogue and practical peer learning among ATI and GSLTF member countries as they consider options to strengthen DRM, improve tax fairness, and mobilise additional resources for climate and development priorities.

  • Build technical understanding of cryptocurrency solidarity levy options among ATI and GSLTF member countries.
  • Present the main findings and recommendations of the International Expert Commission on Crypto Asset Levies for Climate & Development.
  • Facilitate exchange on policy design choices, implementation challenges, and international cooperation opportunities, including the role of the OECD Crypto-Asset Reporting Framework (CARF).
  • Explore the potential contribution of cryptocurrency levies to DRM, climate action, and development finance objectives.
  • Discuss how policy design can balance revenue generation, environmental objectives, innovation, financial inclusion, and regulatory effectiveness.

The webinar will be held virtually on Zoom in English, with simultaneous interpretation into French and direct transcription in other languages.

ATI and GSLTF will explore opportunities for follow-up engagement and support on solidarity levies.
