Overview

SE-COSEFIN, the Executive Secretariat of the Council of Finance Ministers of Central America, Panama and the Dominican Republic (Consejo de Ministros de Hacienda o Finanzas de Centroamérica, Panamá y la República Dominicana, COSEFIN, in Spanish), endorses the commitments of the Addis Tax Initiative (ATI) and has joined the ATI in 2021 as a supporting organisation.

SE-COSEFIN is the executive body of COSEFIN, a sectoral body of the Central American Integration System. COSEFIN is a permanent forum constituted by the ministries of finances and treasury of Guatemala, El Salvador, Honduras, Costa Rica, Nicaragua, Panama, and the Dominican Republic. The vision of the institution is to improve the coordination of fiscal policies and to promote tax harmonisation to advance Central American integration and trade liberalisation, without undermining the tax bases and ensuring social development in the region. COSEFIN´s fundamental objective is to implement the Tegucigalpa Protocol as well as the Guatemala Protocol.

COSEFIN established in 2016 a work plan that guides its endeavours. The mobilisation of domestic revenues is a priority that crosses all areas of action of the regional work agenda.
