The Commonwealth Association of Tax Administrators (CATA) promotes the improvement of tax administration in all its aspects within the Commonwealth with particular emphasis on developing countries by leveraging stronger international partnership since 1978. To achieve its targets, CATA organises conferences, conducts training programmes, publishes research studies and supports the exchange of experience and knowledge. Currently, CATA has 47 member states.

CATA endorses the ATI objectives of the Addis Tax Initiative and has joined the Addis Tax Initiative as ATI supporting organisation.

Organisational Structure

  • Hosted by a different member government each year

Management Committee


  • Chairman, Vice-Chairman and 12 members elected by the General Meeting

  • Annual membership subscriptions comprising a basic contribution and an additional levy, both of which may from time to time be determined by a General Meeting
  • Voluntary contributions from member countries
  • Grants, contributions etc. from development partners/organisations upon the approval of the Management Committee
  • Member countries support the association by providing resource persons for events, hosting said events, and providing staff secondments to the secretariat
