Natural Resource Governance Institute (NRGI): Strengthening Civil Society and Increasing Tax Revenues and Transparency (teema 2)

The project aims to contribute to citizens of DRC Ghana Guinea Senegal Tanzania and Uganda having increased benefits and reduced harms from their natural resources. By increasing sustainable and well-managed tax revenues from the extractives sector the project will ensure more funds reach national budgets to be used for public services social spending and national investment helping to drive economic growth and lift citizens out of poverty. The project is designed to reduce harms which are linked to the extractive sector both in terms of direct impacts such as conflict and social and environmental effects as well as growing inequality and gender-differentiated impacts. The expected long-term changes to be achieved by the proposed project will be improved resource governance practice and norms accompanied by improved implementation of those changes and strengthened civil society organizations empowered to demand evidence-based policy reforms and hold duty bearers in the extractives sector to account.The specific results we aim to achieve are:Impact: Countries rich in oil gas and minerals achieve sustainable inclusive development and people receive lasting benefits from extractives and experience reduced harms.- Outcome 1 - A more effective and accountable public sector with transparent and inequality reducing tax system.o Output 1.1 Improved public sector management including decentralization and public financial management.o Output 1.2. More efficient and equitable taxation and other domestic resource mobilization.- Outcome 2 - Enabling environment for and capacity of civil society to influence and participate in decision-making has improved.o Output 2.1 increased capacity of an independent vibrant and pluralistic civil society to organize advocate and participate in policy-making.Across resource-rich countries in sub-Saharan Africa there has been a history of poor extractive industry revenue management. With the global climate crisis and an increased focus on energy transition and sourcing critical minerals strong civil society organizations have a crucial role to play in holding duty bearers to account for increasing tax revenues and equitable revenue management.
