Direct Funding Agreement with Ministry of Finance

Funding under this initiative provides interim support to the Ministry of Finance (MoF) for systems support to the Government of Timor-Leste (GoTL). Funding provided under this arrangement is through a direct grant to GoTL. Funds will be deposited into a separate program account that is part of Government Treasury systems. Key components of this initiative include support to: Major Projects Secretariat; implementation of government wide Financial Management Training Centre; Aid Management Platform in the National Directorate of Aid Effectiveness (NDAE); and directly to the Ministry of Finance to support the national Program for Suco Development and fiscal decentralisation and support for the National Directorate of Statistics. This funding also provides up to $30,000 to engage Deloitte Touche Tohmatsu to undertake an independent audit of the direct funding arrangement. The total value of this initiative is $4.1 million over three years, starting 2011-12.
