Support the Ministry of finance and the State Fiscal Service of Ukraine to further develop a strategic framework on tax reform

1) Support the MoF and SFS in strategic planning of reforms of tax administration 2) Support capacity building for both MoF and SFS on tax system 3) Support to the EU in formulation of the EU Special Measures programme in PFM sector
