The Swiss Tax Programme for Development (STP4D) bundles SECO's work on domestic resource mobilization into one flagship programme. STP4D will allow SECO to continue being a leading donor in this area by supporting countries in a broad range of aspects using different instruments development partners and formats. Domestic resource mobilisation (DRM) is central for development. Domestic resources and especially tax revenues provide governments with the funds needed to invest in development relieve poverty and deliver public services. However in lower income countries tax revenues account for only approximately 10 to 14 percent of GDP. Strengthening domestic tax collection—through better tax policy and stronger tax administration—is thus essential to provide governments with a reliable and sustainable source of revenues increase resilience support growth investment and job creation reduce inequality and encourage good governance.
