GW PROMOTING DOMESTIC RESOURCE MOBILISATION FOR A JUST ENERGY TRANSITION MADAGASCAR

The economic transition from fossil fuels to renewables must not place undue burden on or unjustly affect those least responsiblefor the climate crisis. While we must scale up clean energy such as solar and wind power to avoid climate breakdown Global South countries where large deposits of lithium cobalt and copper are located must also benefit from this process. To address the problem Global Witness (GW) will work in partnership with civil society network Publish What You Pay (PWYP) to convene strategize and campaign to expose unfair models of extraction that inhibit DRM investigate harmful and illicit practices and address barriers to countries benefiting from the renewable energy transition while supporting strong governance and a robust civil society enabling environment in those target jurisdictions. The project's objectives are to strengthen Global South civil society and its Northern networks to advance global equity by achieving responsible transparent management of critical minerals resource wealth to optimise DRM in the context of the energy transition. Target groups include communities affected by human and environmental harms from irresponsible extractive industries the suppression of DRM due to poor governance and illicit financial flows and climate change impacts.A South South CSO alliance will be developed to engage on these issues in collaboration with PWYP and their national chaptersworking with communities on critical mineral and energy transition issues in Madagascar.A complementary South North CSO NGO alliance will be built supporting the participation of Global South CSOs in leadingadvocacy within international fora and networks.GW and partner investigations will ground South North advocacy at the national and international levels. They will expose how exploitative and abusive economic models prevent Global South countries from equitably benefitting from the transition to a green economy
