The present proposed project is entitled ¿Colibri Monitoring and controlling General aviation on the Cocaine Route¿. It builds on achievements that have been made through the pilot phase of COLIBRI (January 2019 ¿ March 2023). Activities under the present project aim to strengthen the anti trafficking capacity of the beneficiary Customs administrations as well as that of other enforcement agencies in Africa and in Latin America and the Caribbean. The strategic aim of the project is to rally Customs administrations and competent authorities to fight against fraud that is specific to both private aviation ''for pleasure'' and business aviation across all zones exposed to illicit trafficking towards Europe namely Latin America the Caribbean and Africa. The project seeks to reduce the shortfall in technical expertise required for effective and professional controls in this sector and to help administrations tailor their inspection mechanisms to remote infrastructures not covered by current systems. The project also seeks to support authorities to strengthen their risk and threat assessment and analysis. This will be complementary to ongoing interdiction projects under theEU Global Illicit Flows Programme (GIFP) notably the AIRCOP project that focuses on major airports.
