BONN, Germany, 20 October 2026 - After more than 15 years supporting international cooperation on tax and development, the International Tax Compact (ITC) has concluded its work and has been phased out. Until 2026, the ITC hosted the Secretariats of the Network of Tax Organisations (NTO) and the Addis Tax Initiative (ATI), the last two initiatives it supported in this role. As of October 2026, the NTO continues as a member-led network with a rotating Secretariat hosted by its member organisations, while the ATI Secretariat remains in place and continues its work independently from the ITC.

The ITC was established in 2009 by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Its objective was to strengthen international cooperation on domestic revenue mobilisation (DRM) by facilitating dialogue, knowledge exchange and collaboration among stakeholders working towards fair, effective and transparent tax systems.

Over the years, the ITC provided impartial secretariat support to several initiatives in the field of tax and development, including the Addis Tax Initiative (ATI) 2015-2026, the Network of Tax Organisations (NTO) 2018-2026, and the DRM Innovation Fund 2018-2022. Through this role, the ITC supported partnerships, facilitated cooperation between stakeholders, and helped create spaces for knowledge sharing and exchange.

A new chapter for the NTO

In 2026, the Network of Tax Organisations completed its transition towards a member-led structure. Following the approval of the NTO Strategy 2026–2028 during the 8th NTO General Assembly in September 2025, the NTO Secretariat is now hosted by its member organisations and will rotate between members every two years.

The transition was formally completed during the 9th NTO General Assembly on 7 October 2026, marking the first General Assembly organised under the new member-led Secretariat model. This new structure strengthens ownership by NTO members and provides a foundation for the network’s continued development.

The NTO will continue its work through its new Secretariat arrangements and communication channels. Do not miss it out.

Continued support for the Addis Tax Initiative

The Addis Tax Initiative, which was established in 2015 during the Third International Conference on Financing for Development (FfD3), also continues beyond the ITC phase-out. The ATI Secretariat remains in place and continues to support ATI members in advancing domestic revenue mobilisation for sustainable development. The ATI Secretariat continues to be facilitated by the GIZ and funded by BMZ and the EU.

The ATI will continue facilitating dialogue, knowledge exchange and collaboration among its members and partners, building on the cooperation and partnerships developed since its establishment.

Follow the ATI’s work.

Looking back and moving forward

The ITC’s work was guided by principles of inclusiveness, impartiality, demand-driven support, complementarity and a global approach. These principles shaped its role as a facilitator of cooperation in the tax and development community.

As the ITC concludes its work, the partnerships and initiatives supported over the years continue under their own structures. Information about the ITC’s history and contributions will remain available through the ATI website.

The ITC Secretariat thanks all partners and collaborators who contributed to its work and supported international cooperation on tax and development over the past years.
