More than five years have passed since the launch of the Addis Tax Initiative (ATI) at the Third International Conference on Financing for Development in 2015. Over this time period, the ATI has evolved into an increasingly important player in the field of tax and developing, accounting for 62 member countries and supporting organisations to date. The ATI has significantly contributed to the implementation of the Addis Ababa Action Agenda and is firmly anchored within the Financing for Development (FfD) process.

The new ATI Declaration 2025 was developed last year by the members of the initiative in a highly participatory and inclusive process. This new partnership agenda reflects members’ common vision of a world where partner countries can generate sufficient domestic revenues in an equitable, accountable and transparent manner to fulfil the promise of the 2030 Agenda for Sustainable Development. Members of the ATI believe that tax systems can provide manifold benefits to societies and economies by promoting economic growth, strengthening gender equality and empowering minorities, protecting the environment, and reducing inequalities.

The ATI Declaration 2025 will be officially launched in a high-level side event during the 2021 ECOSOC Forum on Financing for Development. The event will serve as an opportunity for members of the ATI to strengthen high-level commitment to domestic revenue mobilisation (DRM) as means to finance sustainable development and close recognised gaps in development finance.

What is the ATI?

The ATI is multi-stakeholder partnership, that aims to promote fair and effective domestic revenue mobilisation (DRM), policy coherence and the social contract through partnerships and knowledge building. It plays an essential role in fostering collective action to improve tax systems in light of recognised gaps in development finance. Read more about us in the ATI factsheet.

What is the ATI Declaration 2025?

The ATI Declaration 2025 is a call for action and collective leadership to address existing and unfolding challenges of our world towards fair and efficient domestic revenue mobilisation (DRM) and fulfil the promise of the 2030 Agenda for Sustainable Development. How to join the ATI?

The ATI always welcomes new partners!

Countries can join the ATI by sending a signed endorsement letter to International Tax Compact (ITC), which facilitates the ATI Secretariat, declaring their commitment to the ATI Declaration 2025.​​​​​​ The letter of intent needs to be signed by an institution that is authorised to sign and that can provide the necessary political support to fulfil the ATI commitments (e.g. Ministry of Foreign Affairs, Ministry of Finance or the like). 

Organisations can join the ATI as supporting organisations by sending an endorsement letter signed by a representative within your organisation that is authorised to sign and that can provide the necessary political support to the fulfilment of the ATI commitments.

In addition, all new members need to nominate an ATI focal point to facilitate communication among the members and with the ATI Secretariat. 

If your country or organisation is interested in joining the ATI, please contact us at secretariat@taxcompact.net to recieve a template for the endorsement letter. The signed letter can be send back to us via email or regular mail. The ITC will  then forward the signed endorsement letter to the ATI Steering Committee for information and approval.
