STRENGTHENING DOMESTIC REVENUE MOBILIZATION FOR SUSTAINABLE DEVELOPMENT (DRM)

Mehanizmi mobilizacije doma?ih sredstev za trajnostni razvoj krepijo samostojnost držav in zmanjšujejo njihove odvisnosti od mednarodnih (pogosto negotovih ali periodi?nih) virov sredstev za razvoj. Koncept mobilizacije doma?ih javnofinan?nih prihodkov (MDJP) v razvojnih politikah partnerskih držav še ni povsem zaživel. Zahteva veliko medresorskega usklajevanja in poznavanje pomena skladnosti politik za trajnostni razvoj. Projekt Krepitev MDJP za trajnostni razvoj bo skozi izobraževanja izmenjavo izkušenj in povezovanje prispeval k izboljšanju razumevanja na?inov za krepitev mobilizacije javnofinan?nih prihodkov pri doseganju ciljev trajnostnega razvoja. Predvidena je izvedba treh izobraževalnih aktivnosti (dveh delavnic in ene konference) ter priprava in izid projektnega zbornika. Udeležilo se jih bo 40 udeležencev iz partnerskih držav ki bodo imeli krite stroške s strani slovenskega Ministrstva za zunanje zadeve in 50 udeležencev iz drugih držav JV Evrope ki bodo financirani s strani nizozemskega Ministrstva za finance ali njihovih inštitucij oz. CEF a. Projekt je namenjen javnim uslužbencem ki so v svojih državah odgovorni za trajnostni razvoj kot na primer snovalci dav?nih prora?unskih socialnih in okoljskih politik. Vsebinsko se bo projekt osredoto?al na splošne izzive v partnerskih državah bolj podrobno pa bo naslovil pomembnost kvalitetnih podatkov in analiz ter potrebe po »zelenih« dav?nih reformah in snovanju politik ki bodo zahtevale intenzivno medresorsko usklajevanje. Skozi projektne aktivnosti se bo oblikovala neformalna mreža strokovnjakov na podro?ju MDJP ki bo omogo?ala izmenjavo izkušenj med njimi. Del tega bo zbornik ki bo na enem mestu ponujal povzetek razprav študije primerov in vrednotenje trendov o katerih bodo udeleženci razpravljali na delavnicah in konferenci. Hkrati bo zbornik trajen doprinos k snovanju na?rtov za pospešitev MDJP v partnerskih državah. Domestic resource mobilisation mechanisms for sustainable development strengthen countries' self reliance and reduce their dependence on international (often uncertain or intermittent) sources of development finance. The concept of domestic public revenue mobilisation (DPRM) has not yet fully taken off in the development policies of partner countries. It requires a great deal of inter ministerial coordination and knowledge of the importance of policy coherence for sustainable development. The project Strengthening DPRM for Sustainable Development will contribute through training experience sharing and networking to improve understanding of how to strengthen public revenue mobilisation for achieving the Sustainable Development Goals. Three educational activities (two workshops and one conference) are foreseen as well as the preparation and publication of a project compendium. They will be attended by 40 participants from the partner countries whose costs will be covered by the Slovenian Ministry of Foreign Affairs and 50 participants from other SEE countries who will be financed by the Dutch Ministry of Finance or their institutions or the CEF. The project is aimed at public officials who are responsible for sustainable development in their countries such as tax budget social and environmental policy makers. The project will focus on the general challenges in the partner countries but will address in more detail the importance of quality data and analysis and the need for green tax reforms and policy making which will require intensive inter ministerial coordination. Through the project activities an informal network of experts in the field of DPRM will be formed to exchange experiences between them. This will include a compendium providing a summary of the discussions case studies and evaluation of the trends discussed by the participants in the workshops and conference. At the same time the compendium will be a lasting contribution to the design of plans to accelerate DPRM in partner countries.
