MUNICIPAL DEVELOPMENT FUND (FDC) IV

The main objective of the FC Project 'Fonds de Developpement Communal' (FDC) phase IV is to provide municipal social and economic infrastructure based on demand from the population and internally displaced persons. As a secondary objective the improvement of municipal governance social cohesion of target groups and improved access for girls and women will be achieved. The activities are divided into 2 promoters 1. The National Development Agency for Local Authorities 'Agence Nationale d'Appui au Developpement aux Collectivites Territoriales (ADCT)' with municipal investments in the Est Centre Est Plateau Central and South Ouest regions. 2. The private 'Fonds d'Investissement des Collectivites Decentralisees (FICOD)' as the implementing unit of the pan African Ecobank with the financing (a) selected projects in the East Centre East and South East regions and (b) a programme to support 7 secondary cities with high rates of internally displaced persons to provide urgently needed infrastructure to those cities and to contribute to peaceful coexistence in those communities. Investments will include community education and health facilities water supply points market infrastructure bus stations and community infrastructure to improve co existence between the host population and IDPs. Accompanying measures are foreseen for social cohesion and integration of IDPs. The total cost of the project is estimated at EUR 25.5 million. of which EUR 24.7 million. EUR in the form of a subsidy for research and development and EUR 0.8 million EUR as own contribution by the municipalities.
