Africa Finnish Tax Administration s Technical Assistance to ATAF

The work on global tax agenda also from developing countries perspective is getting increasing attention. One of the most effective forms of support identified is the provision of technical expertise from experienced tax inspectors to developing countries tax administrations. Commissioned by the Ministry for Foreign Affairs the Finnish Tax Administration is launching technical cooperation with the regional forum of African tax administrations ATAF in regional capacity and knowledge building. The Ministry for Foreign Affairs already supports ATAF with a 1 million euro general contribution for the period 2014.2016. Technical assistance 2015.2016 is directed via ATAF to the African member countries within the OECD.led Base erosion and Profit Shifting work in the area of transfer pricing. Project budget is 170 000 euros. The Finnish Tax Inspectors technical assistance will also be included in the OECD Tax Inspectors without Borders initiative.As concrete result targets for the technical assistance are high.quality regional courses and workshops as well as toolkits to ATAF members in order to strengthen their capacity to participate and exploit the new global tax rules. Beneficiaries are African tax administrations directly and indirectly all citizens of the roughly 40 member states when increased tax revenue increases equal opportunities to access basic services. General support to regional capacity.building through focused and dynamic work of ATAF secretariat and the complementary technical assistance are cost.effective ways for African fiscal capacity strengthening especially when it happens in areas identified by the member states themselves.
