Publication of tax expenditure reports: operational scope and future outlook

Background

An increasing number of countries in the Global South are regularly publishing tax expenditure reports. These publications represent an important step forward, both in terms of transparency and in improving the mobilisation of domestic resources. The published reports can indeed be considered instruments serving several objectives: rationalising tax expenditures, encouraging a reconsideration of the tax benchmark, complementing and facilitating the assessment of tax gaps, and promoting tax coordination within customs unions that have adopted relevant legal frameworks.

Today, it is time to take stock: where do the countries that publish these reports stand? What progress can be observed in the integration of tax expenditures into domestic resource mobilisation strategies? Following on from the intentions expressed at FfD4 in Seville, what can be said about the relationship between tax expenditures and MRIP, and what are the next steps, both for States and for regional integration bodies?


Objectives of the webinar

  • To provide an overview of current practices in monitoring and publishing tax expenditure reports;
  • To discuss the contribution of these instruments to MRIP and their operational scope;
  • To identify persistent challenges and prospects for improvement;
  • To gather experiences from pioneering countries, as well as perspectives from regional institutions and technical and financial partners.
